minimal Linux installation that would use the ADSL and have passive ftp
working without breaking your main installation. Hopefully it will give
you a clue to for why passive ftp is not working in your main

Alternatively you might exploit /tmp, if it is a separate partition or
some other scratch space you might have, to get such a non chroot
minimal installation.
Just an idea. I wonder myself how useful it is.
