Personally I prefer the IDC, as I study there, and work near by.
But of course the interest of the public (or at least the majority of it)
should be
considered. 

I would therefore like to correct you:

The IDC is a 10 minutes walk from the Herzelia train station, or an 8 NIS, 2
minute cab drive.
Public transportation to "Mechlaf Hasira" brings you quite close to the
train station (still requiring a ride or a cheap cab... true)
And for those with a car - it has FREE parking, as opposed to TAU...

I really have no idea how many people intend to arrive by car, bus, train,
or walk from their TAU dorms... is this information available anywhere?
