I don't know how you use XP, but on machines of my clients can't say I see that behavior. With "normal" usage (e.g: babylon, antivirus, perosonal firewall, restoring network connections etc), it is far from 40secs (and they're are fast machines, so it can't be attributed to that). one can argue that removing services from XP's "Load" "Run" "RunOnce" etc will improve the situation, but the same goes for other OSes.
