two options I can think of:

1st, try looking inside X config. There are options for ignoring 
alt+ctrl+backspace, and prevent people switching to another VT. the config in 
my mandrake is quite documented, I hope yours is documented as well. I also 
assume you can RTFM.

2nd, look the thread "cannot change to another vt" which came here around when 
mandrake 9.1 was out, we found that setting the scroll-lock options for 
Hebrew slightly different in xkb config fixed our problem.
