You can find the new Yom-Haazmaut-is-rarely-in-He-Be'Iyyar law in http://www.knesset.gov.il/laws/special/heb/chok_yom_hazikaron.htm It is listed as having passed kria rishona, but most likely by now it already passed all the kriot and is a law :( So it looks official...
