Not really. Sourceforge is a project managment in a manner that you can create
your project there. That is not what I written. You do not manage the project
from there, you just publish its existence not making the project run using that
web-site.

And so are the other things... There are many open source projects that are not
inside sf, but still people need to know about it and publish it's existence to
the world...
