Ido ,list I think when discussing soourceforge the importent think to
emphasize is that sourceforge isn't only a website for the
collabaration means required - it's also a infrastructure/product
mainly intended for companies outsourcing employee from the east
(typically) and needing an infrastructure for remote development.
google for sourceforge enterprise edition (wierdly enough
http://www.vasoftware.com/products was down but I believe it is the
link to the software itself (that runs sf).
I understand that you're not going to buy a solution so that may be
out of the question...
If from some reason you might be looking for a sf alternative there is
- berlios -
http://www.berlios.de which seems to be powered by
http://developer.berlios.de/projects/sourcewell which pretty much
gives out most of the features that sf has but here the management
software is open and free(as in love).
