I think it's more likely that he wants a specific skill set and that's part of it. No one wants to hire an experienced programmer that will spend a month or two on salary to learn an editor. If he wants someone to among other things write documents that conform to his standards, then it makes sense to ask for a sample document in that form. I can't tell you how many resumes I seen and complaints on mailing lists from aspiring technical writers with grammatical and spelling errors. I remember seeing several postings from people who had graduated techwriting school, begging for jobs, or even internships, who could not write a simple email with proper spelling or grammar.
