How about WebDAV?

WebDAV is an HTTP-based protocol, not a web application. What Ira is looking for is more along the lines of Microsoft SharePoint. I don't see how glftpd gives you the ACL bullet, especially the thing about having them dynamically-configurable through a web interface. If anything, I'd look into one of those CMSs - Drupal and whateverCMS is popular now.
