RIP is not used for such things, for two reasons:
1. It is an unauthenticated protocol.
2. It is aimed at LAN settings, not WAN.

If you are big enough, and connect to more than one ISP, then you can
get your peers to do BGP-4 with you. I guesstimate that there are less
than 200 none ISPs in Israel that have such a setup.
