I doubt if all modems will work properly with a cable connected between 
line jacks. The telephone line normally carries a DC voltage (about 48V in 
open circuit mode) on which the ac signal is superimposed. Depending on 
the design, this volage is sometimes very essential for proper 
operation of the modem and it may refuse to work without it. (For instance 
if the modem checks the loop current when it goes off-hook and doesn't 
believe that it's online if the DC current is not detected - or if some 
front end circuitry derives its power from this DC bias)
