Why these people keep different run levels for different distributions. 
Similar thing applies to XF86Config file location in different distributions.
Why there can not be uniformity ?
Here on one hand we are talking about linux being same whatever distros you use.
Agreed that X server is not base linux but it is part of linux and whatever is part of 
linux
should be standardized.
