        2 ideas come to mind. Why not, 1] forward the stuff over to
/dev/null , and 2] Why not get cron to email everyone subscribed to
the list ,a welcome message, thats been modified appropriately, once
every week or some such, so that people really into Linux would tweak
their .procmailrc's to ignore that email while our Joe Blogg would be
forced to read it. Well, most of the people, anyway.You know, it would 
be -kinda- effective,... Or you could make it like they email
majordomo, and unsubscribe themselves from some other ternary mailing
list, so that they would be forced to read the complete email, to
figure out how to unsubscribe from one mailing list, where in you can
add this info on how to post and blah blah ... <g>

        I dont see any way by which you can fix this
problem,... besides, I don't think -too- many people are into it,
anyway,... <shrug>

        Hehe... I believe these are the kinda guys that ought to get
targetted ... Like If one email comes in with >70% of quoted/old
stuff, I would say, they get auto rejected by majordomo ... who cares
for bandwidth anyway?
