You want a personal website? Just get it virtually hosted somewhere
instead of buying a server for yourself. Go to some place like
http://www.superb.net or http://www.icom.com with an international (us$)
credit card.
Keep clicking OK and entering your credit card number - your site will
eventually get set up :)

DONT contact any of the local web design companies :) Buy it yourself
from one of the providers stateside, build and design the site yourself :)
Linux (or any other unix) servers are cheaper and more stable than
comparable NT servers.
