That is because the default telnet client shipped with Windows sets TERM as
ansi, messing up everything. Set TERM=vt102 to get a decent vi.

Or, get a better telnet client for Windows. There are a few available.

There is a port of vim for Windows as well. And a something to make it the
default editor on Windows. http://www.vim.org for details.
