Unbalanced double quotes.  Use single quotes inside.

mail -f <[EMAIL PROTECTED]> -s 'test' > [EMAIL PROTECTED] < mail_body.txt

or better -

cat mail_body.txt|mail -f <[EMAIL PROTECTED]> -s 'test'
