CVS stands for Concurrent Versioning System. Its info pages has lots of,
well, info. ;-)

CVS is something using which multiple developers of a software can:

1. Work on the same source files without getting into each other's way.
2. Make untested changes to an otherwise perfectly working software,
   and then if it doesn't work out, revert to the older version.
3. Check what others have been doing to the software.  
4. A lot of other things - check the info pages.

A full explanation of CVS here is not possible, since it is quite a
complex system. Read the documentation. I can possibly write a tutorial
and post it here/put up on my homepage.
