Any version of linux will do - but Debian is one of the lightest base
installs.

Lynx is available on all - a great text browser.  Pine and mutt are great
text based mailers.

There is a whole range of compilers and stuff - C, Java, PERL, etc etc.
Free.

Samba can be used to connect to a windows network and share files, squid
can be used as a proxy.
