Yes, there are many programs which do that.

lftp: http://ftp.yars.free.net/projects/lftp/
Darxite massive download doesn't seem to work right for me. And lftp
is cool, but it works only for ftp. But none of them can resume a
multipart download. :-(
But nowadays I don't feel the need for this because my ISP is
providing me great speeds..
