Yes packages don't get upgraded as lot of testing is done on the
frozen packages and only bug-fixes are applied. But there are releases
done later which give out latest packages,like we had debian 2.1r5 et
al. Potato's later releaes might have the 2.4 kernel and X4.xx packages.

Whatever is available on woody is usually 'bleeding edge'.
