Most telephone lines in India are said to work only with 33.6 kBps. But the 
chief prolem lies with the ISPs. They usually have 33.6KBps capable modem 
banks...If only they would upgrade to 56 kBps. Here, my ISPs allow only 
33.6 access and I can quite usually get speeds upto 32-33 kBps. Also, when 
transferring data between 2 computer networks over the town, I get speeds 
of 52 kBps. So it really is not a problem of the phone lines, rather ISPs. 
Then even with the same modem, you can get faster access by using 
compression, correct modem strings...
