"Linux does not support internam modems" is an absolutely incorrect
statement.  Winmodems, which  are only a subset of internal modems are
the ones not supported. Most Winmodems use the PCI bus and since this
one is an ISA bus modem, it's very likely to be a "genuine" modem. (Only
a theory of mine - can't vouch for it)

Amit, try the following :

1) Check up your BIOS settings - You should find an entry which says
"OS is Plug and Play aware" or something to that effect. Ensure that
this is turned OFF. (Linux is not Plug and Play aware, and this setting
will make sure that the BIOS performs the configuration of PnP devices
it finds on the ISA bus).

2) Run pnpdump and see if your modem card is detected - If so, note down
the Port and IRQ settings.

3) Run setserial to manually configure COM3 or COM4 to match the settings
that you found in step 2.
