A character device is a device that handles I/O as a character stream
Examples of character devices are your serial ports.
Block devices like hard disks handle I/O as blocks (lots of characters
together). This is to improve efficiency. It is faster to make bulk contiguous reads 
from a hard disk than it is do read in data as a character stream.
