It is part of kdebase. I guess thats because it is KDE's file browser as well
(kfm grew up to become konqueror).

You most likely will have to upgrade totally to KDE 2.0. I did that - and
konqueror rocks! It is now my second choice browser (first being lynx, of
course :-).
The only reason I am not rpm -e'ing netscape is that konqueror does not have
support for https proxies yet.
