chmod changes the user permissions to any file. If you would tell us
what you don't understand about chmod, then we will try to help you.
Your question 1 is answered in chmod's man page, so please be specific
as to what you don't understand. I cannot be better than the man page.

read = 4, write = 2, execute = 1. That is usually enough. Add up to get
the permission values. If you need to change perms from a program, then
post in LIP and i'd try to help you.
