nmap is most effective when run from an outside network. It gives yo a fairly 
correct idea of the status of your ports.

No, it is still very risky. Chances are practically nil, not exactly nil.
Always be aware. Incidents of dialup users broken into are not zero.

A general word of caution:

Do not try running nmap on servers like yahoo, hotmail etc.. There is sure to
be a complaint against you at your ISP ;-)
