Actually, my point is re the distribution.

As for the downloading, if each local LUG sets up mirrors, the local lug people
needn't sit around downloading it, they can go over to the hosting site and
burn CDs for themselves (assuming the servers are local and not colos in the
USA or somewhere)

On demand - yes (where a master is built and maintained - perhaps on hard disk)
- people who want can come and burn what they please (as long as they bring
their own CDs)
That way, stuff from existing CDs need not be ripped out and kept on disks.
