I tried both of them i.e --with-ssl=/usr , -with-ssl-libs=/usr/lib etc.. but of no use 
its giving the same error message, what should i try next

Try:

        ... --with-ssl=/usr ...

since configure needs to find both the SSL includes (in /usr/include)
and the libraries (in /usr/lib).

If the configure supports them, you could also try --with-ssl-includes
and --with-ssl-libs (or similar options) to specify the exact location
of the includes and the libraries.
