I think I missed the beginning of this thread, but here goes...

I do the following:

mkdir /tmp/openssl
ln -s /usr/include/openssl /tmp/openssl/include
ln -s /usr/lib /tmp/openssl/lib

configure --with-ssl=/tmp/openssl <other configure options>

and it usually works for me...
