This means there is no rpm binary on you machine ??? or /bin is not in your path.
On my machine :
------------------------------
rajesh@suselinux:/usr/include/rpm > whereis rpm
rpm: /bin/rpm /usr/lib/rpm /usr/include/rpm
------------------------------
Mount the linux CD.
cd /mnt/cdrom/RedHat/RPMS
rpm -Uvh rpm<press tab>
This will install the rpm package afresh along with all the documentation.
If /bin is not in your path than add it to /etc/bashrc. This should not be
a problem since /bin path should have been set on your linux box.
