  Vaibabh, yes..this server is used as development platform..around 50 people use it 
for development as well as begineers use it for learning c programming..
and here the problem starts...a badly written socket or fork programme usually brings 
down the system to knees

and the only way out is to do a hard boot up. it even stops responding to root logins..

Apart from fixing the mem usage fro users, do your users need a shell to
run programs on that server?

Are they required to run any programs there??

As such if the server is just being used for a set of things like mail,
etc. then better give a restricted shell (rsh) or your own customised
script which presents the user with a menu to the users so the
functionality of the shell they have is limited and the risk is curbed
out.
