There are plenty. Gnome has GnomeRPM, KDE has kpackage and there is one
called purp that I use (it is a full screen console front end to RPM
that uses curses). URL: http://www.lysator.liu.se/purp

When there is a dependency failure, the best option is to check the
dependency on rpmfind.net. If the RPM says it needs libfoo.so.3, just
paste libfoo.so.3 in rpmfind.net's search interface and it will tell you
which RPM you have to download to get that library. I have heard of a
command line tool that accesses rpmfind.net's database, haven't used it
yet.
If you want to find out which package contains /usr/lib/libbar.so.3,
just run rpm -qf /usr/lib/libbar.so.3. If you want to find out what all
a package requires, just run rpm -qRp baz-1.0-1.noarch.rpm (or rpm -qR
baz installed packages).
rpm has a bunch of nifty command line arguments and you can define your
own (!), read its/libpopt's man pages/docs/www.rpmdp.org/sources to learn
more about it.
