I guess you are restarting wget and not the entire ppp connection. This
happens time to time here too. ( read pretty frequently ). I guess the
ISP's PPP peer forgets that my poor m/c is waiting for him ( request time
out ?).
I usually put a "ping -s 1 <the provider host>" to keep the connection
alive. Or else I do as you do restart the wget -c
hoping there are more elegant solutions
