[LIH] Download Monitoring Tool

Can anyone suggest me any monitoring tool over the network which helps
me in managing & tracking down the "downloads" ( Music, Movies, etc etc)
from the Internet. 

I do not want to block the Internet ( HTTP ) access for the users. I am
connected to a 64kbps connection..
