Couple of options:
1. Use Socks 5 proxy server - user would have to log on to the server to
get any kind of access. This is a very resource intensive process and
your firewall can get swamped very fast.
2. Hard code the IP address on these machines (i.e. remove then from
DHCP) and set it within a range of IP addresses which you have to block
using IPCHAINS.
