Try passing the modem an ATX0 to disable dialtone detection. See
http://www.ruff.com/modems.htm for a great explanation about what modems are,
and how to enable / disable various features.
[use wvdial to dial out, and wvdialconf /etc/wvdial.conf to config wvdial]
