In addition to the solutions suggested already, try the following:
[On the unix FTP server]
Find out the default shell of the user you are trying to FTP in as:
$ grep username /etc/passwd
The shell will be the last field.
See if this shell is listed in the /etc/shells file:
$ more /etc/shells
If you have root permissions on this server, enable debugging (read your
FTP server's man page to find out how) and watch the logs to see exactly
why the login is failing.
