Using something based on linux (but with a cute interface) is not the same as
using linux.  I dont know about how the simputer works, but those "data query"
terminals like you see in railway stations / panchayat offices / libraries etc
are *nix / linux boxes, but single purpose.  There's a menu, certain well
defined keystrokes, that's all.

Big difference between using a single purpose tool which happens to run on a
linux backend, and using linux itself.  Extending that argument, you could
argue that you are using linux every time you point your browser (say MS IE
5.x) at a website hosted on a linux box :)
