Not just open services - older / buggier packages as well, sometimes.
Several of the /etc/rc.d/init.d scripts in redhat are a bit buggy as well
(for example, try the sendmail initscript - it tries to rebuild all aliases,
and do a variety of other things).  

That, when all that's needed is a simple
# kill -HUP `head -n1 /var/run/sendmail.pid`

They haven't tried slackware, have they?
