What are you using for mingetty?
With tinylogin you you get getty, use it.
The problem appears to be due to library files. You need to copy some (dont
know name, I did all) file from /lib directory. But then it would not fit on
floppy.
I think rh6.2 can not be squeezed on 2 floppies.
You may try older debian (2.0 or earlier)
