I think you have to look at the SMTP RFCs. SMTP is a store and transport protocol, you
send to your ISP's email server, who then forward it to their upstream/directly to the
final destination.

It does. however, it acts at the packet level, not at any other layer.
(Network layer, not app layer for the purists).
