IMO, the default mailbox format should be a sitewide policy. Use one
of mbox/Maildir/mh, not all at the same time.
Mutt works on all types transparently. mh I believe is a bit obsolete,
maildir is nfs safe and you can implement quotas on maildirs if you
use qmail (IIRC).
In fact, it is best to provide POP/IMAP access to your users, and let
them decide on their mail client and personal mailbox format.
We had used sendmail/procmail/maildir/courier-imap at my previous
employer's; and the setup worked very well and was extremely stable
and reliable. Users had their choice of clients, including emacs' MH
mode. ;-)
