It depends on your distro.
For most distros; as root edit the file /etc/inittab
Change the initlevel from 5 to 3
Init level 5 is GUI, 3 is full multiuser.
For debian, stormix and corel:
#update-rc.d -f xdm/gdm remove
This will remove all system startup links in /etc/init.d
for xdm/ gdm (whichever you are using).
