Older versions of solaris, IRIX, and maybe some other older OSes
did this. usr was supposed to contain *user* data and programs.
The same vendors also would make /bin a link to /usr/bin, and for those 
admins who would make /usr a separate partition, this would be a 
nightmare. I think this is mentioned in the unix disaster page 
(detailed links in the archives).
