Where in the httpd.conf , do you specify the path of cgi-bin ?
We are hosting several sites amd the example of www.stg.com has been given  a
DocumentRoot as /home/www/stg/docs and here , you have a cgi-bin (ie :
/home/www/stg/docs/cgi-bin)
that is supposed to cater to this site .
 Were you asking about this entry  :
         ScriptAlias /cgi-bin/ "/home/www/stg/docs/cgi-bin/"
I have given this entry outside of the Virtual Host directive .
That is , we have used Virtual Host directive for the few servers we host.
