In fact , the entries in the httpd.conf are already in order . I have attached the
httpd.conf for your perusal ,
please go through it and see where do we have something that prevents a perl/CGI
script from taking off .

If you create even one Virtual Host then all the sites hosted by that
webserver needs to be in one Virtual host or the other. Anything outside
a VirtualHost declaration is simply ignored.
Now it is not a very good idea to have your HTML document root and cgi
root in the same tree. It would be better to keep the two branches
separate.
Next in the Directory tag for your /cgi-bin/ make sure you have Options
+ExecCGI Make sure that is not there for your HTML tree ;).
Let us know what you observe after these changes.
