the problem is at your isp's end. Their PPP daemon is taking a lot of time
to start up. So your machine sees no response to its LCP ( link control)
packets. Moreover, usually these packets are reflected back and
perceived as corrupted ascii ( hence not 8-bit clean ).
I used to get a lot of "looped back" errors which are basically the same
thing.
Go to your /etc/ppp/options and set the option for lcp timeout higher say
around 25. Maybe you will have to increase the time out of icp ( network
control ) packets too
