Yes.

minicom will only give you mgetty or something similiar... and it's not
exactly a network... only a single shell on the other machine.

PPP Howto will tell you how to set up a dial in server... so that others
can dial into it. (you can play q3 over this kind of network! and that is
definitely useful ;-)
