Mount your woody partition.
Copy the vmlinuz kernel from your woody /boot to RH /boot and than run lilo
-v with the above lines in /etc/lilo.conf

I had done similar stuff before I shifted over to Debian and GRUB.

To change the bindings of ctrl+alt+del to  "shutdown -h now", 
instead of  "shutdown -r now", edit  /etc/inittab, and change 
-r to -h ... The altered line should look something like this

ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -h now
