dhcpcd is deprecated, instead  use dhcp-client.  Actually dhcp-client is
a part of the dhcp package.  In Debian, it is split up and you can do an
'apt-get install dhcp-client'.

Usually the DHCP client ID is  the hardware device ID.  Cable modems and
ethernet cards  have unique IDs  and is mapped  at the DHCP  server end.
One can map it  in a such a way that the DHCP  server assigns a valid IP
from the common pool only to a valid client-device ID.  

Cable modems have this hardware ID on the back/underneath and that of an
Ethernet card can be got by doing an ifconfig.
